Abstract:

Automated decisions, the digitalisation of public administration and now ChatGPT are three examples of how technology and its impact are increasingly being used as a tool to increase the benefits of the most advantaged and to discriminate against and marginalise the most disadvantaged. How do these systems work, what knowledge do decision-makers have, and where should the support of an ethics committee come in? What solutions can we offer to a situation that is leading us towards an increasingly unjust society?

Bio:

Manuela Battaglini  (https://es.wikipedia.org/wiki/Manuela_Battaglini) is a strategic digital marketer, lawyer and AI ethics researcher at Globernance who studies the impact of automated decision making and personal profiling on our society and democracy. She has published several articles on these topics, some in high-impact journals such as Nature Communication. She is also the CEO of Transparent Internet, a consultancy that works with public administrations and private organisations to help them make their AI systems ethical, transparent and trustworthy. She was part of a group of experts appointed by the Spanish government to draft the Digital Rights Charter, where she led the Ethical Considerations Group. This charter will guide future legislative projects and fairer public policies in Spain. Manuela Battaglini frequently participates in lectures, events and conferences, as well as in consultancy projects to help decision-makers in public administrations to understand the technology so that they know how to decide when to create AI systems with a positive social impact, and to study social groups at risk of exclusion so that they are not left behind in the implementation of these policies. Manuela Battaglini participates in many forums, national and international conferences, she has participated in three TEDx talks and her main goal is to give a realistic vision of technology, so that it is designed, developed, implemented and used with the sole objective of helping people.
